Encryption wouldn't work well. It's easy to lose or break a cell phone as you tend to throw them about and use them all the time. Once that unique encryption key is gone your battery is useless. Having a dedicated single device will have a central point with a lower risk of failure.

It's tied to the BPS device which in turn is controlled by the phone/computer. You can control the BPS device with any other device but it is that which would remain unique to the batteries; or at least that's my understanding.
