Try using rebar cutters https://www.boschtools.com/us/en/boschtools-ocs/rebar-cutters-22558-c/ I'm drill concrete with rebar and steel embedments the best method it core drill with water but a cheap alternate would be a rebar cutter drill with standard Masonary bit until you hit the rebar then use the rebar cutter should have any issues. Get a v grove diamond blade for a 4" grinder chase the cracks and fill then in with an epoxy crack filler depending on the width of the crack you can use a product called cement all its a heavy duty non shrink grout Home Depots stock it .   13. I use a pair Pyramex vg3 glass they have foam seal around the eyes that helps with concrete chipping or even fine sawdust makes a nice seal and it comes with a optional strap Sent from my iPhone using Tapatalk
