Able to stop M12 Fuel 3/8 Ratchet by hand when not under load. Is this normal?

Hey guys, Just picked up a 3/8 M12 Fuel Ratchet and as the title says, I can stop the head by hand when its not under a load and the internals just keep ratcheting away. It's acting like a low set clutch on a cordless drill. So far with just the handful of fasteners I've tested, it seems to work properly when used under load from the fastener. So after verifying with multiple other owners and 2 different Milwaukee reps, it seems this IS normal operation for this tool. I've used it over the past few days as much as I could and its worked great. So far I'm very happy with the purchase and will probably be adding a few more of the M12 Fuel goodies to the collection. :)
