I need help Identifying this odd german hand tool!

Hello all! 

I've had this tool now for about 5 years, picked it up from a gentleman who used to work on steam engines and trains for a living, he also had no idea what it was for. To me it's very fascinating. It has a couple markings, DRP (So I know it's German, pre 1945), there is a logo, but It's not clear, and a 1. If anyone has any idea please let me know, I've asked a few engineers and machinists but they were left as stumped as I. I appreciate any and all ideas and information.

It looks like it ratchets only one way.

A tool for setting threaded studs, which can be unscrewed after setting them?

Wow, if so then that could be the handle that Old Charlie stole in Locomotive Breath, probably worth something.
