If you are trying to cut them on the ends, you can fashion a block of wood cut at an angle that would run the end of the dowel in to the blade to the desired depth at the proper angle so it would cut squarely in to the dowel. I assume you are tring to cut the ends so you can secure them in the cage bars? If you are trying to do relief cuts along the dowel for traction so to speak, You could probably turn your table saw blade to a 30 or 45 degree angle and just have it sticking about an 1/8" above the table surface. Then just use your slide fance to run the dowels across the blade. That should give you a V shaped cut across the surface of the dowel, enough for the birds to grab on to. You could also run a coating of pet safe glue along their length and adhere some crushed gravel or shells from Agway along its length so they can get grit and keep their beaks trimmed.
