Got the battery to charge to full, had to discharge it 2-3 times and charge it and it charged to full..

The old battery flashed the yellow and red for one sec and says charged. It did that in both chargers. with new battery , chargers say full but the battery only has 2 out of 3 leds very strange.. How do you measure the voltage with a millimeter

Just got a dewalt oscillating tool with charged and battery battery was charged and used it, but could not recharge it again. The charger says charged, but the led on battery had only 1 out of 3 I tried another charger same thing. Returned the battery and got a new one and now I can't get it to charge passed 2 out of 3 Are they batteries defective??? Also if I get a 5 amp 20v version can I use it in all my 20v tools? Thanks
