    excuse my ignorance, so the throttle plate sits atop the carb where the throttle cable attaches.

    10+ year old craftsman 2500 power washer. Shuts down after a few minutes under load. Decided to give it a once over; new carb, new air filter, new spark plug. Added new pump oil. Remove/cleaned unloader valve. RMP is now low, and wants to shut off. RPMs were fine before. Thought possible bad gas. Drained/cleaned gas tank, removed and cleaned carb. Still low RPMs. Any help appreciated.
