Afterwarths it is decided in which manufacturing plant the actually tool Will be produced to the specs/tolerances decided in the Japanese plant. The manufacturing plants are put against each other to 'win' the right to produce the tool. The plant of course needs the capability in the near Future to produce the amounts that are predicted too sell. And of course price also plays a part 4
