Delta 22-560 Thickness planer head assembly stuck

Hi all,

I'm a pretty savvy DIY'er trying to bring an old Delta 22-560 thickness planer back to life.  It's been stored outdoors for a long time, so it's a bit rusty.  I've lubricated the screw jacks that raise and lower the head assembly and let it sit for awhile, but when I turn the height adjusting handle, it will only turn about 1/4 turn.  It's all the way down, so I expect it on the downward travel, but it will only turn a tiny bit on the upward travel also.  The screw jacks look like they are turning freely.

If it's all the way down, is there any sort of locking assembly when the head is in the full-down position?  I've read the users manual and there's no reference to any lock except the Cutter Head Lock Handle, which is in fact loose.

I will also wait another 24-48 hours after squirting more lubricant on the screw jacks, but I'm wondering if I'm overlooking something simple.

Thanks in advance.

Ron
