I have a dock that is underwater. 4' max. I want to take it apart but there are a lot of screws holding the boards on.

I have a Craftsman 12" drill/driver. I would have to stand in the lake to do this. Could I rig up some kind of extension so the driver and most of the extension are out of the water and not ride the lightening?

I've never even thought about this until this summer.

Good question.  The only docks I have installed over the years, which is about 10, we just had hand tools and installed while standing in the water.  Wish i knew but I don't have any experience with docks.
