Dust collector trips a 15 amp breaker

Firstly, I am not an electrician. I have a 120 volt dust collector with 16amps showing of the electrical plate specs attached to the machine. It trips a 15amp breaker upon start up. (I know that seems obvious but, bear with me please) I was told I need to wire in a new 20amp breaker with 12ga wire and a 20amp receptacle. 

While I understand the 20amp breaker and 12ga wire,  I'm having an issue understanding the need for a 20amp receptacle. This would mean that I would also need to replace the plug in on the machine to the 20amp style right? If so, then why does the machine have a normal (factory) three prong plug on it?

Am I missing something? do I have other options other than running a new 20amp circuit?
