LS1219 non-functioning dust collection

My LS1219 has had a rough start.  When I unpacked it, there was really none of the styrofoam packaging I'm used to seeing with a new product.  It looked as though the saw had been set up on the dealer's floor and then repackaged.  The carton also had clearly been dropped in transit.

 

I set up the saw last week and have spent the past few days trying to solve a few problems.

 

One of those would be why the dust collector simply does not collect any dust.  When I make a cut, I expect there would be some movement of sawdust up through the boot and into the dust bag, but nothing like that occurs.  After a dozen cuts, the dust guide just plugs up.  Surely this isn't what Makita had in mind for people who lack a proper dust extraction system.

 

Can anyone help me to understand what might be going on?
