battery issues

We are a small private ambulance company that has battery powered gurneys for our ambulances. They are powered by a 24vxr+ NiCad Fan Cooled Dewalt battery. We are constantly having issues with them holding a charge, and are constantly replacing them. Even after they have been on the charger, and put in service, they're only good for one call or half way through the call, they don't hold a charge. We are following the manuals instructions about care and handling, and are still having issues. Does anyone else have the same problem and or is there a battery conditioner for these batteries? Any advise or suggestions would be greatly appreciated.

How soon after taking the off the charger and putting them in service?  Nicads loose up to 40% (45?) during the first 24 hours off the charger.
