Problems with Dewalt DCB101 20V max charger

just got a max 20V drill & driver kit with two 20V max 1.5 Amp batteries.  batteries were charged and lasted a long time.  They now need charging.  the DCB101 charger shows slow blink in charging and solid when done on both.  Batteries are only charging to 14.4V (B- to B+) on both, and do power to drive drill or driver.  Charger says 12V/20V.  is there some switch or something that must be set to charge the 20V to full 20V?  Both batteries are new and no failures are indicated on the charger blinking light.  I love the drill and driver when they work (great power), but am now frustrated

Exchange the charger.

Darn, that's not as easy as it sounds. I don't have a receipt anymore. HATE to pay

80.00 for a new charger. I've probably charged my two batteries maybe 10 times each?

Isn't there a little switch inside I can flip?  LOL  :(  DARN!

I should have said that today my charger is blinking fast. Tried two batteries.
