Batteries are all good cleaned contacts and still nothing opened it yesterday and everything looks perfect....it’s still charging the batteries tho !!

Hi all I have a metabo 14.4-18v radio works 100% when plugged in but when I try to run off the battery it won’t turn on empty battery icon appears and E flashes on screen any ideas what’s wrong not much point having a site radio I need power for

Opened it up again and followed power wires from battery up along radio to power on switch. Reads 18v on multimeter for 1 or 2 seconds all the way up then drops to 1 and stays at one wondering is this normal??
