  1. After charging batteries , then running drill till it dies which is about 1 minute , test the battery and they still read 19volts+,,, dont understand???

Hi , I have a 18v dc925 drill, one battery seemed to have given up 8 mths ago, so i shelved it and just used the other remaining battery which has now seemed to give up too, before buying a new drill i checked out a few battery revival videos on utube , all of which seemed to be with batteries reading 0 volts , so i checked mine and they read 13 volts and 16 volts but no power to the drill, so i put them both on charge resulting in 19.6 volts , but still no prolonged power to the drill, i had expected to at least find the battery that was shelved to read 0volts after 8 months stored if it was no good Q> is it likely to be a problem in the drill , what should the batteries read after charge any help much appreciated
