Lacquer issues

So I used lacquer to finish a coffee table top I built. It's 4'x 3, problem is I'm new to finishing and I did it outside today, and it was 30° outside I applied it. So now there is this white power stuff over the whole thing! Looks like I can scrape it off but, is there a better way to get rid of it?

if it is now dry most likely not you will have to sand it down and start again this time make sure both lacquer and wood is at least room temp. If you can't have that try a blow dryer or heat gun to warm area up.
