I’ve tried 1/8 drill bits to tie wire I think a little piece of quality bike brake wire could help if used with a drill. But you have to use the drill according to the direction that the wire has been twisted. Also I would suggest to do this just after drilling as wet concrete could mean it was a fresh concrete and it can become harder in a day or a few.
