Milwaukee fuel gague

I have a Milwaukee 4Ah battery.  After charging it, the charger light is green.  Removing and reinserting it, the light immediately shows green again.  However, when I press the fuel gague button, only 3 of 4 lights come on.

 

The battery reads 19.75 volts, so I would have expected all 4 lights to come on (my understanding is that the gague is a measurement of voltage, not Ah capacity).  Could this just be a burned out LED, or is there another possible explanation?
