Are Rigid battery problems that common?

A few years ago when I ran the tool rental at my old HD We had stacks of rigid batters from the old rigid "bring your battery to HD and replace" But I just bought a cordless palm sander 2 days ago with 2 brand new 4.0 batteries and a charger, one wont charge so i returned them and got 2 new ones with a new charger, same thing but this time both wont hold the charge. What the hell, I've only used it to sand strip some paint off ONE panel of a fence. Does anyone one know who makes the cells inside these things?
