Better spec-ed drill failed against a lower spec-ed drill

Hi,

Recently, I've completed house improvement and my newly purchased Bosch Professional Rotary Hammer GBH 2-26 F drill failed me to create 4cm deep 8mm thick holes for shelves in a concrete dividing wall. I used newly purchased concrete drill bits as well. I wasn't able to drill further than the plaster layer.
However, one of my associate builders came over with a 
DeWalt DCH273N 18v battery operated drill and he finised the job like he was drilling in butter with one hand holding the machine only.

 

Looking at the spec of my drill, it produces 2.7 joules power and his 2.1. So I don't understand why I wasn't able to drill into the concrete like him. Is that because I didn't use the SDS+ chuck and drill bits?
