What type of a bolt is this?

I am trying to figure out the specs of this bolt. If anyone can tell me by looking at the attached picture I would appreciate it.

looks like 5/16-18 thread with my calibrated machinists eyeball. sadly you cant tell shit from a pic get some calipers and do some measuring not very tough.
